Lancashire County Council Transport Asset Management Policy Officer Job

As the Highway Authority, Lancashire County Council is responsible for over 7,500 km of vehicular motorway containing 152,000 lampposts and 15,000 illuminated signs/bollards, over 2,000 bridges and other structures and numerous other road assets.

Based within the Highways Asset team, we are currently looking for a Technical Policy Officer; ideally with prior street lighting experience to lead a small team.

The incumbent will contribute to the wider road asset management department through the development of an asset risk based approach to asset management, including the development of the transportation asset management plan. The incumbent will be required to update and initiate policies, procedures and codes of practice for a range of road assets, in accordance with the provisions contained in the Well Managed Road Infrastructure Code of Practice and others national guidelines deemed appropriate. The incumbent will also be expected to contribute to the development of briefings and reports for various audiences including the Cabinet, Highways and Transport Cabinet Member and Road Infrastructure Asset Management Strategy Council.

Key responsibilities include maintaining an accurate inventory of over 152,000 light towers and 15,000 light signs and bollards, maintaining the street lighting life cycle plan, performing life cycle modeling life of public lighting and other tasks related to public lighting, on request, submission of calculation of energy efficiency of key performance indicators, approval of article 50 of candelabra attachments.
